How to Transfer Property at the Dubai Land Department

Transferring property ownership at the DLD is the final legal step in a Dubai property transaction. The process is conducted through Oqood, the DLD's online registration system. The transfer requires: signed SPA, both buyer and seller identification, NOCs, proof of payment and AED 4,000 administrative fee plus the 4% transfer fee. By convention, the buyer pays 2% of the DLD fee and the seller pays 2%. The entire DLD registration process takes 5–10 working days, after which the title deed is issued electronically to the new owner.

Step-by-Step Process

1

Prepare the Signed Sales and Purchase Agreement

Ensure the SPA is fully signed and notarized by both buyer and seller. The SPA must include: property address and reference, purchase price, payment terms, completion date, buyer and seller names (must match ID documents) and any special conditions. Many SPAs are multi-page contracts; ensure all pages are signed. Retain notarized original for DLD submission. Make 3–4 copies for distribution to buyer, seller, lawyer and lender (if applicable).

2

Verify Seller's Title Deed and Property Details at DLD

Before registration, confirm the seller's title deed is valid and current. Request the seller provide either: (1) original title deed from their records, or (2) print the registered deed from the DLD app or website. Verify the property address, size, location and restrictions (freehold/leasehold, building/villa) match the SPA. If the title is registered in multiple names (co-owners), all registered owners must sign the SPA and participate in registration.

3

Obtain All Required NOCs and Clearance Certificates

Collect NOCs from: (1) Bank (if property is mortgaged) confirming lien discharge upon sale proceeds receipt, (2) Developer (if property is within warranty period) confirming no warranty claims, (3) Property Manager (if applicable) confirming service charges are paid. Ensure each NOC is original or certified copy with official stamp. If the property is held through the Trustee Office, obtain Trustee approval letter. All NOCs must be current (issued within 30 days of DLD registration).

4

Calculate Transfer Fee Liability and Arrange Payment

Calculate the DLD 4% transfer fee: 4% × lower of (purchase price OR DLD assessed value). For example, on an AED 2M purchase with AED 1.8M DLD assessed value: 4% × AED 1.8M = AED 72,000. Confirm with the seller's lawyer who bears the fee (conventionally, buyer pays 2%, seller pays 2%; this is negotiable). Add AED 4,000 administrative fee. Total to be paid at registration: approximately AED 76,000. Arrange payment via manager's cheque, bank transfer, or cash (at DLD office).

5

Register at DLD via Oqood (Online) or In-Person

Submit the SPA, title deed, buyer/seller ID copies, NOCs and proof of payment to the DLD via the Oqood online portal (preferred) or in person at a DLD service center. Online submission requires signing in with your DLD account (use your UAE pass or create account). Upload scanned documents (ensure clarity) and enter property details. In-person submission at DLD office takes 30–60 minutes; you will receive a receipt with a case reference number. Both methods are free; you pay only the transfer fee and admin charges.

6

DLD Processing and Title Verification (5–10 Working Days)

Once submitted, DLD staff will verify: seller's title deed, both parties' IDs, NOCs authenticity, purchase price and payment proof. The DLD office may contact you or your lawyer with questions or requests for additional documents. Typical processing time is 5–10 working days. Once approved, the DLD system will issue a new title deed in the buyer's name and notify both parties via SMS/email. If there are missing documents or discrepancies, DLD will request corrections before proceeding.

7

Receive Title Deed Notification and Download Registration

Once DLD approves the registration, you will receive SMS and email notification that the new title deed has been issued. The title deed is not mailed; it is stored in the DLD digital system and accessible via the DLD mobile app or website. Access the DLD app (using your Emirates ID and phone number), navigate to 'My Properties,' and download the registered title deed PDF. Verify all details are correct: your name, property address, size, restrictions and no liens or charges (unless mortgaged, in which case the bank's charge is noted).

8

Verify No Liens and Confirm Mortgage Registration (if applicable)

If you are mortgaging the property, the bank's charge must be registered against the title deed. Check the title deed for the bank's name and mortgage reference. If purchasing with cash, ensure no liens or charges are listed. If any unexpected liens appear, contact the DLD immediately to investigate. Some liens (e.g., utility payments, municipality fees) can be cleared by the seller post-handover; others must be cleared before transfer.

9

Collect Physical Title Deed and Update Records

In some cases, the DLD may issue a physical title deed or confirmation letter. Request from the DLD service center if you need a printed copy for banking, mortgage, or record-keeping purposes. Store the title deed securely (home safe, bank vault) and retain digital backups. Update your property records, insurance documents and bank records with the new registration details. Notify your utility provider (DEWA) and building management of the ownership change.

Common Pitfalls to Avoid

Submitting incomplete or unnotarized SPA: The DLD will reject unsigned or partially signed SPAs. Ensure both buyer and seller have signed all pages and the document is notarized. Notarization typically costs AED 100–300 and takes 1–2 days.

Miscalculating the DLD transfer fee: Many buyers assume the fee is 4% of the purchase price, but it's actually 4% of the lower of purchase price or DLD assessed value. Request the DLD assessed value estimate in advance to budget accurately. Underestimating the fee delays closing.

Missing the 30-day window for NOC validity: NOCs must be dated within 30 days of DLD submission. If an NOC is older, you may need to request a new one, delaying registration by another 5–7 days. Track NOC dates and submit to DLD promptly after collecting all NOCs.

Failing to verify seller's ID matches title deed: The seller's name on the title deed must exactly match their passport and the SPA. Name mismatches (e.g., 'Ahmed Ali' vs. 'Ahmed Hassan Ali') cause DLD rejection. Confirm name spelling with the seller before drafting the SPA.

Not accounting for DLD assessed value vs. purchase price: The DLD may assess property value lower than purchase price, reducing the transfer fee. However, if you financed through a bank, the valuation affects your loan amount. Request the DLD assessed value estimate early so you're not surprised at registration.

Related Questions

Q. How much is the DLD 4% transfer fee?

The 4% transfer fee is calculated as 4% of the lower of the purchase price or DLD assessed value. For example, if you purchase for AED 2M but DLD assesses it at AED 1.8M, the fee is 4% × AED 1.8M = AED 72,000. Add AED 4,000 administrative fee for a total of AED 76,000 due at registration. By convention, buyer and seller each pay 2% (AED 36,000 each), though this is negotiable.

Q. How long does DLD registration take?

Once you submit a complete application to the DLD, processing takes 5–10 working days. However, the full timeline from signed SPA to registered transfer is typically 4–6 weeks due to: document preparation (1–2 weeks), NOC collection (3–7 days), payment arrangement (1–2 days) and DLD processing (5–10 days).

Q. Can I register the property if it's mortgaged?

Yes. Mortgaged properties can be registered; the bank's charge/lien is noted on the title deed. The bank holds a claim against the property until the mortgage is fully paid. At the time of transfer, the mortgagee (if selling) must discharge the mortgage; the bank's NOC must be submitted with the DLD application.

Q. What if the DLD assessed value is lower than my purchase price?

The DLD assessed value is used to calculate the transfer fee (reducing your cost if lower). However, your purchase price remains valid for tax purposes. If you financed through a bank, the bank uses its own valuation (independent of DLD assessed value). A lower DLD assessed value reduces transfer fees but may not affect your mortgage amount.

Q. Is the title deed mailed after registration?

No. The title deed is stored electronically in the DLD system and accessed via the DLD app or website. You can download a PDF copy immediately after registration. Physical title deeds are not mailed but may be requested from the DLD for a small fee (AED 50–100) if you need a printed copy for banking or backup purposes.
