The 4% transfer fee is set by the Dubai Land Department. Trustee office fees are AED 2,100 under AED 500,000 and AED 4,200 above, plus VAT. Off-plan purchases register through Oqood with a different admin charge. Rates were correct as at August 2026 — verify at dubailand.gov.ae before transacting.
What you need to know
The Dubai Land Department charges 4% of the purchase price to transfer ownership. Legally that is split between buyer and seller, but in practice the buyer pays the whole amount in almost every Dubai transaction — it is worth knowing that is convention rather than law, because it is occasionally negotiable in a soft market.
Around the 4% sit several fixed charges: a transfer admin fee, title deed issuance, and the trustee office fee, which steps up above AED 500,000. If you are financing, mortgage registration adds 0.25% of the loan amount.
Off-plan works slightly differently. Rather than a title deed you receive an Oqood registration, and the admin charge is higher. The 4% still applies, usually payable at the point of the sale and purchase agreement rather than at handover.

Can the DLD fee be added to a mortgage?
No. It is payable in cash at the point of transfer, separate from your deposit.
