What's Included?
Typical service charge covers:

Who Collects Them?
The Owner Association (OA) or property management company hired by the OA. Rates are set annually based on a budget approved by the OA and registered with RERA. RERA Regulation
RERA sets out strict rules: management companies must itemize costs, justify increases and present audited accounts to the OA. If an owner disputes a charge, they can file a complaint with RERA's Dispute Resolution Centre. However, the bar for "unjustifiable" is highmost legitimate cost increases are upheld.
Chiller ChargesThe Hidden Cost
District cooling (AC) is provided by DEWA, Empower, or building-specific chillers. Costs are billed either as part of service charges (cheaper headline rate, but bundled) or separately (transparent, but higher total cost). Always confirm your building's chiller arrangement before buying.
Common Disputes
Common conflicts arise when service charges jump over 7% year-on-year, poor amenity maintenance, or non-transparent allocation between operations and sinking fund. RERA handles ~100s of disputes annually. The best protection: active OA participation, annual audits and comparison to peer buildings.
Red Flags: When to Investigate
Rapid year-on-year increases (>8% annually)
Suggests inefficient management, deferred maintenance, or poor cost control. Compare to peer buildings in the same community.
Non-transparent breakdown between operations and sinking fund
Request a detailed JOA and management audit. Unclear allocation can hide poor cost management or inflated reserves.
No owner association or audit committee
Weak governance increases risk of uncontrolled cost creep. Active OAs typically negotiate more favorable rates.
