Why Service Charges Matter

Service charges are typically the second-largest ongoing cost for Dubai property owners after mortgage or rent. A 2,000 sqft apartment in a premium building can cost AED 60–80K annually in service charges alone. Yet many buyers don't factor this in and rates vary dramaticallyfrom AED 3/sqft/year in villa communities to AED 68/sqft/year in ultra-prime branded residences.

This database was compiled from RERA disclosures, DLD records, management company reports and direct broker communications to give you the real numbers. Service charges are often the make-or-break factor in ROI calculations, especially for rentersa 2-bed in an expensive-to-run building will have lower net yield.

Use this database to compare buildings, understand what drives costs, spot red flags and make informed purchase or rental decisions.

Understanding Service Charges

What's Included?

Typical service charge covers:

  • • Security staff and access control systems
  • • Building maintenance (cleaning, repairs, landscaping)
  • • Management and administrative staff
  • • Common area utilities (lobbies, corridors, lifts, parking)
  • • Amenity maintenance (pools, gyms, concierge)
  • • Insurance and regulatory compliance
  • • In some cases, chiller (district cooling) costscheck your building

Who Collects Them?

The Owner Association (OA) or property management company hired by the OA. Rates are set annually based on a budget approved by the OA and registered with RERA. Building managers have a duty to justify charges and conduct audits. Individual owners pay via their property management portal or bank account deduction.

RERA Regulation

RERA sets out strict rules: management companies must itemize costs, justify increases and present audited accounts to the OA. If an owner disputes a charge, they can file a complaint with RERA's Dispute Resolution Centre. However, the bar for "unjustifiable" is highmost legitimate cost increases are upheld.

Chiller ChargesThe Hidden Cost

District cooling (AC) is provided by DEWA, Empower, or building-specific chillers. Costs are billed either as part of service charges (cheaper headline rate, but bundled) or separately (transparent, but higher total cost). Always confirm your building's chiller arrangement before buying.

Common Disputes

Common conflicts arise when service charges jump over 7% year-on-year, poor amenity maintenance, or non-transparent allocation between operations and sinking fund. RERA handles ~100s of disputes annually. The best protection: active OA participation, annual audits and comparison to peer buildings.

Red Flags: When to Investigate

Rapid year-on-year increases (>8% annually)

Suggests inefficient management, deferred maintenance, or poor cost control. Compare to peer buildings in the same community.

Non-transparent breakdown between operations and sinking fund

Request a detailed JOA and management audit. Unclear allocation can hide poor cost management or inflated reserves.

No owner association or audit committee

Weak governance increases risk of uncontrolled cost creep. Active OAs typically negotiate more favorable rates.

Chiller charges billed separately but still rising rapidly

Suggests operational issues beyond cooling. Investigate if major refurbishment is planned or if the building needs assessment.

Amenities advertised at launch no longer available

If golf clubs, spas, or restaurants close but charges don't drop proportionally, management is shifting costs unfairly.

Frequently Asked Questions

What are service charges?+

Service charges are annual fees paid by property owners to cover maintenance, security, landscaping, utilities and shared amenities in residential buildings or communities. They're typically billed separately from rent or mortgage payments and are regulated by RERA (Dubai's Real Estate Regulatory Agency). Charges vary significantly based on location, building age, amenities and management efficiency.

Why do service charges vary so much?+

Service charges depend on multiple factors: amenities (pools, spas, concierge cost more), building age (older buildings often have higher maintenance needs), location (downtown and Palm command premium management), chiller type (whether cooling is included or separate) and management style. Ultra-prime branded residences charge 3-5x more than value communities due to premium services and concierge.

What's the difference between 'Included' and 'Separate' chiller charges?+

If chiller charges are 'Included', district cooling (AC) is bundled into the headline service charge rate. If 'Separate', chiller costs are billed separately (DEWA, Empower, or building-specific), so the quoted rate is lower but you'll pay additional monthly for coolingcheck the total cost, not just the service charge line.

Are service charges subject to RERA approval?+

Yes. RERA requires property management companies to justify service charges annually and seek OA (Owner Association) approval. Dispute resolution is available through RERA if rates are deemed unjustifiable. Many buildings conduct detailed audits and budget reviews, but enforcement varies. This database reflects typical mid-year 2026 rates as reported by brokers and management companies.

Do service charges ever decrease?+

Rarely, but it happens. Mature buildings with improved operational efficiency or reduced amenity maintenance may see small decreases. However, inflation, new regulations and infrastructure upgrades typically drive increases of 3-7% annually. Some buildings stabilize after major refurbishment. Palm Jumeirah and older Downtown buildings occasionally see stability after years of increases.

Is there a way to negotiate or reduce service charges?+

Service charges are set by management and approved by the Owner Associationindividual owners cannot negotiate unilaterally. However, large owners or organized groups can propose audits or efficiency improvements at OA meetings. Switching to more efficient management companies or consolidating amenities has occasionally driven reductions. RERA provides dispute channels if rates seem unreasonable.

What's the difference between service charges and sinking fund?+

Service charges cover day-to-day operations (staff, utilities, maintenance). Sinking fund is a reserve account for major refurbishments and capital repairs (e.g., facade renovation, chiller replacement). Sinking fund is typically collected annually per sqft but isn't always transparent. This database lists sinking fund rates where disclosed; clarify both costs when evaluating a building.

How do I find the exact service charges for my building?+

Start with your property management company or OA statementofficial rates are there. This database shows typical ranges and last-reported rates; always confirm with your building's JOA (Joint Ownership Agreement) or latest audit report, as rates change annually. If your building isn't listed, contact MRK at the bottom of this page and we'll help you research it.
